Marneuli center together with Rustavi center offer services to Kvemo Kartli region.

Marneuli center opened on 19 April 2012. Since the opening day some 2000 meetings with
some 36000 participants were held. The meetings were attended by representatives of central
and local governments, non-governmental organizations, media, business companies, political
parties, farmers, youth groups and other interested parties.
By the initiative of the center 160 public discussions were held focusing on the most relevant
issues on local as well as national levels. These discussions addressed problems of the ethnic
minority groups residing in Kvemo Kartli region as well as perspectives of collaboration with the
European Union, challenges arising from anti-west propaganda and concerns of the persons
with disabilities, internally displaces persons and eco-migrants. The center hosts public
meetings which are attended by the representatives of the central and local governments. This
set-up helps increase the level of their accountability towards the citizens.
Marneuli center has played a huge role in the integration process of the ethnic minority groups
and especially ethnic minority youth groups, residing in Kvemo Kartli. A number of meetings
were dedicated to discussing their problems together with decision makers. As a results ethnic
minority issues were integrated into strategic documents and activity plans.
The center has played an important role in enhancing the accountability and transparency
levels of local self-government bodies. The center constantly hosts public presentations of
public officials’ reports and discussions of activity plans. As a results of a number of such
discussions transparency level of self-government bodies in Marneul has increased;
communication channels with the citizens have been elaborated. In order to respond to the
citizens’ will local self-government bodies created an information web-page the decision about
which was made during one of the events hosted by the center.
The center hosts discussions of Marneuli municipality budget. The citizens are given
opportunity to voice their remarks and recommendations concerning the budget. As a result of
such communication Marneuli municipality brought forward the kindergarten issue. The
advocacy of such an issue resulted in the increased interest from non-governmental and civic
organizations which helped increase the number of kindergartens in the region. Already
existing kindergartens were renovated and equipped in accordance with modern standards.
Because of the strategic location of Marneuli municipality, the Marneuli center offers services
to Kvemo Kartli municipalities as well. At numerous occasions the center hosted meeting
organized by public officials, representatives non-governmental organizations, political parties,
farmers, students and school children from Kvemo Kartli region.
Since 2012 the center has been hosting a media-center which supports the political parties,
non-governmental organizations, media and citizens to actively participate in the electoral
process during the pre-election period, on the voting day and after the election. The Marneuli
center is loaded with work on the voting day. Various observer organizations which do not
posses their own local offices use the spaces offered by the center to manage the election
A Women’s Club functioning at the center tries to voice gender issues existing in the region and
plans to organize discussion panels dedicated to gender equality issues. The center collaborates
with so called “women’s municipal rooms” and non-governmental organizations and activists
focusing on gender issues.
Marneuli center is a kind of common space for local non-governmental organizations and
community leaders. They constantly gather at the center to discuss the most pressing issues
and prepare initiatives. The center has a library which collects local newspapers and various
other publications in Georgian as well as Azerbaijani languages. The citizens have the
opportunity to read these publications on spot. Since the opening day some 1400 citizens have
used services provided by the library.
Between 2015 and 2016 Marneuli center successfully collaborated with a Spanish consultancy
company “Evoluxer” throughout the Kvemo Kartli area within the framework of the project
focusing on enhancing possibilities for agricultural cooperatives. In 2017-2018 the Kvemo Kartli
region was involved in the UNFPA campaign to prevent gender based sex selection in order to
increase awareness and change existing gender stereotypes.
